# What Is a PIF? Without It, Cosmetics Cannot Be Sold in Taiwan After July 2026

**Bottom line：** From July 1, 2026, any general cosmetic imported into Taiwan that lacks a Product Information File (PIF) may not be sold, displayed, or offered as samples. Violations carry a fine of up to NT$1 million and product removal, under Taiwan's Cosmetic Hygiene and Safety Act.

## What a PIF actually is

A PIF (Product Information File) is a technical dossier compiling a product's complete information across 16 items, including ingredients, physicochemical properties, and safety assessment. It demonstrates the cosmetic is safe for users.

It is not an application submitted for government approval. It is a file the company compiles and keeps on record. When the authority requests it, you must produce it, and its contents must hold up.

## Why it suddenly matters in 2026

Because Taiwan's PIF system rolled out in three phases, and July 1, 2026 is the final phase, bringing all general cosmetics into scope.

This system is not unique to Taiwan. The EU has enforced it for years, and ASEAN adopted it long ago. Taiwan is completing the final piece of alignment with international standards. The phases: July 2024 for specific-use products, July 2025 for baby, lip, and eye products, and July 1, 2026 for all general cosmetics.

## What happens if you skip it

A cosmetic lacking a PIF may not be sold, displayed, or offered as a sample. Violations carry a fine of up to NT$1 million and product removal.

The real impact goes beyond the fine. When your product is removed, the vacated shelf space is filled by compliant competitors, and once a channel adjusts to a new supplier, reclaiming that space is harder than the first listing.

## FAQ

### Does a PIF require government review and approval?

No. A PIF is compiled and kept on record by the company. It requires no submission or approval queue. Once you assemble the 16 items and have them signed by a qualified Safety Assessor (SA), the product can be sold legally.

### Are a PIF and product registration the same thing?

No. Product registration is the prerequisite step for obtaining a registration code. A PIF is the technical dossier proving product safety. Both are required, but different.

### Do imported Japanese cosmetics also need a PIF?

Yes. Any cosmetic sold in Taiwan, regardless of origin, requires a PIF. The responsible party is the importer or distributor bringing the product into Taiwan.

### What is the penalty for not having a PIF?

Under the Cosmetic Hygiene and Safety Act, a fine of up to NT$1 million and mandatory product removal.

### Is it too late to start now, after July 2026?

No. A PIF requires no government approval. What matters is how quickly you assemble the 16 items and have them signed by an SA. The sooner you start, the sooner the product returns to legal sale.
